Recently, the National Highway Traffic Safety Administration of the United States officially rejected Tesla's application for a safety recall exemption and forced it to initiate a special recall of nearly 20000 vehicles involved. The core cause of this recall is that some vehicles have low beam brightness exceeding the local motor vehicle safety regulations, which may cause glare and affect driving vision. The large-scale recall triggered by the compliance issues of lighting fixtures has also sounded the alarm for the quality control of lighting industry products.
一: Excessive parameters of lighting fixtures trigger regulatory confrontation, and there is no exemption space for compliance red lines
Public data shows that Tesla has been forced to recall 19917 non compliant vehicles, including the 2017 to 2023 Model 3 and Model Y models. However, Tesla stated that as of the time of application, it has not received any relevant complaints or caused any safety accidents, and will not pose any substantial safety risks. Therefore, it has submitted a recall exemption application to the regulatory authorities.
In response, the National Highway Traffic Safety Administration of the United States officially rejected the application. Official testing data shows that the peak brightness of the low beam headlights of the involved vehicles significantly exceeds the legal limit, with a peak brightness of 230.1cd for the right front headlight and 160.3cd for the left front headlight. However, the maximum brightness limit specified by local regulations is only 125cd, which is a clear failure to meet quality compliance standards. The regulatory authorities have clearly stated that mandatory safety standards are an unbreakable bottom line, and exceeding the parameters of lighting fixtures itself constitutes a violation. There is no flexible space for exemption without accidents.
二: Frequent compliance risks in lighting have triggered multiple large-scale recalls by 2025
The compliance issue of lighting fixtures is not an isolated case. By 2025, multiple car companies worldwide have triggered large-scale recalls due to non-compliance with lighting product quality, and lighting systems have gradually become a high-risk area for automotive defect recalls.
In terms of overseas markets, in March 2025, American electric vehicle brand Rivian recalled 17260 units of the 2025 R1S and R1T models, as the vehicle's low beam may not light up in low temperature environments, which does not comply with the US FMVSS 108 motor vehicle lighting safety standard. In December of the same year, Ford Motor Company recalled 45047 involved vehicles for the 2025-2026 Mustang Mach-E model year due to non-compliance with FMVSS 108 standards.
The same is true in the domestic market. In May 2025, GAC Honda filed for recall of 3316 imported Acura MDX cars from 2014 to 2017, due to the deformation of the taillight sealing gasket and water ingress, resulting in lamp failure and posing a safety hazard. According to the 2025 national recall data released by the State Administration for Market Regulation, a total of 1.239 million vehicles were recalled in China due to lighting and accessory device defects, accounting for 18.1% of the total number of car recalls for the year.
三：Global regulation is becoming increasingly strict, and quality compliance is the bottom line for the survival of lighting companies
Currently, there are strict mandatory admission rules for lighting products in various regions around the world, covering all categories such as automotive lighting, home lighting, commercial lighting, etc., requiring compliance from multiple dimensions including safety, energy efficiency, and environmental protection. The European Union requires automotive lighting fixtures to pass the E-mark certification corresponding to the United Nations ECE series regulations; Ordinary lighting products must meet CE certification. Except for the two core markets, PSE certification in Japan, SAA certification in Australia, SASO certification in multiple Middle Eastern countries, etc. are all hard thresholds for entering the corresponding markets, and there is no room for any flexibility.
The compliance threshold for overseas markets is high, and the quality supervision system for the domestic lighting industry is also continuously improving. The regulatory efforts are constantly increasing, forming a full chain coverage of production, circulation, and export. Among them, new special spot checks and implementation rules have been introduced for four mainstream lighting products: fixed, movable, embedded, and explosion-proof lamps. The product testing standards have been upgraded in multiple dimensions, achieving standardized and refined control of lighting product quality testing.
The trend of tightening quality compliance in the lighting industry has become very clear, from rigid access rules in the global market to normalized regulation in China. For lighting companies, whether they are deeply cultivating the domestic market or laying out overseas channels, quality compliance is an unbreakable lifeline.
