二.Industry Reshaping: Evaluation System Transitions from Single Brightness to Multi Dimensional Light Control

The significance of implementing the Code goes far beyond just adding a compliance requirement, but will fundamentally change the entire evaluation system and competitive landscape of the lighting industry. In the past few decades, the core of industry development has mainly focused on "improving light efficiency", from incandescent lamps to fluorescent lamps, and then to LED light sources. Each technological innovation is aimed at achieving stronger lighting effects with lower energy consumption. Therefore, "high light efficiency=high performance=high competitiveness" has become an implicit consensus in the industry.

However, the implementation of the chapter on light pollution in the Code indicates that the era of "light efficiency theory" has come to an end. According to Article 670 of the Code, reasonable light limits should be set, and the dimension of control should not be limited to a single brightness indicator, but promote the transformation of air light parameters from a plane to a three-dimensional space: multi-dimensional parameters such as vertical illuminance, upward light ratio, glare value, flicker frequency, color temperature control, and overflow control will be synchronized into the mandatory assessment field.

This change is most prominent in the field of road lighting. In the traditional street lamp procurement and evaluation process, the light source efficiency and system energy efficiency are the most important weighting factors. However, after the implementation of the new code regulations, the compliance of light limit values, the ability to control overflow, and the utilization rate of effective light will become the basic threshold for bidding entry. Therefore, the code will have a disruptive change to the underlying procurement logic of the entire lighting industry. "High brightness+compliant low overflow" will become the core evaluation criteria for winning the bid, and companies and products that rely solely on stacking high-efficiency chips but lack optical control capabilities will gradually be eliminated.

From the perspective of technological development path, the lighting industry is undergoing a transformation from "passive shading" to "active light control", that is, from the traditional installation of shading plates or grille light accessories outside finished lamps to reduce overflow, to the new generation of lighting products that use optical design as the main source to achieve precise management of lighting at the source - using innovative underlying technologies such as reflective asymmetric light distribution, free-form surface lenses, and precision light control structures, so that light can be more accurately directed to the desired area, fundamentally avoiding the occurrence of ineffective overflow and glare.

It is worth noting that this transformation is not just an isolated technological upgrade, but highly aligned with the overall strategic direction of light health and ecological lighting during the national "15th Five Year Plan" period. The essence of preventing and controlling light pollution is to return the light to its original functional position, where the improved areas can meet the needs sufficiently, and the areas that should not be bright should not be affected or disturbed. This is consistent with the "human adaptation" proposed by healthy lighting and the "environmental friendliness" advocated by ecological lighting, and jointly promotes the entire lighting industry from "quantity expansion" to "quality improvement".

三.Scene reconstruction: Six key areas face compliance challenges

Article 671 of the Code clearly stipulates that key governance scenarios such as advertising screens, billboards, lightboxes, media facade walls, roads, sports stadiums, and construction sites, which were previously known as high-risk areas for "light pollution" complaints, will become the focus of law enforcement and supervision after the promulgation of the Code.

Outdoor advertising and media facades are the top compliance priorities. At night, the strong light of the LED large screen shines directly on residential windows, and the high brightness strobe advertisements seriously affect the driver's line of sight while driving, which has been criticized by the public. According to the Code, such facilities must be installed and used according to scientifically reasonable design standards, and undergo regular maintenance to take effective measures to reduce the probability of light pollution. Therefore, the rough business model of "no limit on brightness, no lights off all night" will be unsustainable, and measures such as time-based brightness adjustment, residential side shading treatment, automatic power reduction or even shutdown at night will become standard configurations for outdoor display devices.

Road lighting and traffic supplementary lighting are facing a systematic upgrade. Due to the frequent occurrence of strong flashing lights in traffic surveillance fill lights, they have been criticized and criticized by drivers for a long time, and there have also been frequent complaints about the overflow of street lights that disturb the public. The Code explicitly includes traffic fill lights in the scope of light limit control, which will force road lighting to shift from the original "illuminating the road surface" to the dual goal of "meeting road illumination standards and low interference in the surrounding environment". Cut off lighting fixtures, precise light distribution design, and glare control will all become mandatory indicators in road lighting project bidding.

The lighting of sports venues needs to consider both functional effects and boundary limitations. Stadium lighting has the characteristics of high brightness and high power consumption. If the light is not properly controlled, it can easily cause light interference to the surrounding environment. According to the Code, sports venues will be clearly designated as key regulated scenarios, and operators will be required to scientifically and reasonably design, install, and maintain lighting facilities. For professional sports venues, while ensuring the vertical and uniform illumination required for live broadcasting of sports events, it is also necessary to strictly control the impact of overflow and glare on nearby residents, which puts higher demands on the level of refinement in the lighting design of sports venues.

The lighting at construction sites is a blind spot that is easily overlooked and not effectively supervised. High intensity searchlights used during nighttime construction often shine directly into surrounding residential areas without obstruction, which has become one of the main sources of light pollution complaints. According to the provisions of the Code, construction sites will be included in the management scope, which also means that construction units must carry out directional shading treatment on lighting equipment, and control the illumination angle and brightness reasonably to prevent construction from affecting and interfering with the lives of nearby residents.

The control of building glass curtain walls starts from the source. Article 672 of the Code specifically stipulates that the use of building materials such as glass curtain walls on the outer surface of buildings and structures should comply with national regulations, be designed and selected reasonably, and prevent and reduce light pollution. When using glass curtain walls in new buildings, a light environment assessment should be conducted to avoid light pollution in the planning stage and avoid glare and disturbance to residents in the later stage of construction.

In addition, Article 673 of the Code establishes a zoning management system, authorizing local people's governments at or above the county level to implement zoning management for light pollution prevention and control based on actual situations, and strengthen control over artificial lighting and sunlight exposure conditions in areas that require special protection. According to the current zoning approach adopted in the "Outdoor Lighting Interference Light Limitation Specification", stricter light environment standards will be set and implemented in sensitive areas such as residential areas, hospitals, schools, and nature reserves. In commercial center areas, appropriate brightness can be maintained. The management model of zoning governance can better ensure public interests while also preserving reasonable development space for the nighttime economy of the city.
